Dawn Squire, Team Manager, Housing. Dawn, Regarding your letter received today (8th April), I am a little disappointed that there is no electronic version - that hinders communication. I am also disappointed, and very surprised, that ASB 19914 remains closed; I have just identified at least four communiques, detailing new incidents, on this subject sent to the Council during 2021 - extracts include:  "I'll put your f***ing lights out"; "started banging on the door, with much swearing and insults" and "the substance [on my door] may well be sauce of some variety - the colour of brown may be significant as one of my immediate neighbours ... is accused of ... defecating on the landing". You consider that the complainant should "provide the Council's service areas with the relevant information" - indeed I do try to communicate directly with the Council - dwaustin.net is merely a convenient store, subdivided appropriately. I cannot accept that threatening, aggressive behaviour from neighbours, likely Council tenants, is "not the Council's jurisdiction" the Council's own tenancy agreement states that tenants' responsibilities include:  "4.2 You, or anyone living with you, or visiting your home, must not do anything which causes, or is likely to cause, a nuisance, annoyance or disturbance to any person residing, visiting or otherwise engaged in a lawful activity within the locality. Examples of nuisance, annoyance or disturbance include but are not limited to: • using or threatening to use violence • playing loud music • shouting and swearing • offensive drunkenness • banging and slamming doors • dogs barking"  And: "4.3 You, or anyone living with you, or visiting your home, must not harass or threaten any person residing, visiting or otherwise engaged in a lawful activity within the locality." Note also: "4.4 You, or anyone living with you, or visiting your home, must not make false or malicious complaints about the behaviour of any person residing, visiting or otherwise engaged in a lawful activity within the locality." ASB 19914 also includes various false allegations made by my antagonists. According to: 'Ownership of dogs in DMBC tenancies', "Tenants, residents and leaseholders in blocks of high rise flats may not keep or acquire a dog", so your statement that "tenants are permitted to have dogs in their home/flat" is clearly false - it depends on the type of property; I maintain that there is no significant distinction, in this context, between high-rise flats and blocks with three storeys - we share a common access and there is no private place for dogs to be toileted. Thoroughly disgusting.  I remain disappointed that other comments made in my previous response have been dismissed or merely 'noted'; though there is one positive outcome - that mediation is at least being reviewed. Finally, a comment on the recent drugs issue, mentioned in your letter; whether or not soft or hard drugs are involved I find myself 'increasingly repelled' by the alleged drugs-related movements in Connops Way - please note that the Council's tenancy agreement also states: "4.5 You, or anyone living with you, or visiting your home, must not use your home, any communal area, or the locality, for any illegal or immoral activity such as drug dealing ... ", so this should not merely be dismissed as a "police matter". DAustin PS: Dogs came-up in a recent telephone conversation with DCPlus when I reported an 'incident' squarely on the footpath in front of the Parish Church, on High Street - the official conceded that the 'issue' is now the highest priority, but defended the poor allocation of resources for enforcement; we have new cameras in the locality, the perpetrators will likely be repeating the offence and will almost certainly be local - easily identified! PPS: I found myself in a school in Bewdley t'other day with the kiddies being shown, at the start of the day, a pack of puppies, on video - when I pointed out to an adult assistant that a toddler was killed by a dog in Egdon, also in Worcestershire, only last week, did I get a roasting? Shouldn't our youngsters know of the dangers that dogs represent? Am I the only guy that cares? PPPS: Only yesterday, a Professor of 'Integrated Community Child Health', as a guest on the BBC's Health Check, told us, right at the end of the programme, that Guinea Worm Disease, a particularly odious condition, may be contracted from dogs! PPPPS: I don't suppose I'll be told, but I must ask as to how you declare, Dawn - as a doggie?
